Buying property in Gozo in 2026: the 5% duty reality and the €40,000 grant

The 2% Gozo stamp duty is gone. It was abolished by Legal Notice 316 of 2023. Buying in Gozo in 2026 is charged at the same 5% national rate as Malta, unless a separate exemption applies.

What is still different is the cash grant on older and traditional property: €40,000 in Gozo against €15,000 in Malta, and the deed has to be signed by 31 December 2026. That is the live reason to treat a Gozitan purchase as a calendar problem, not a lifestyle article.

Stamp duty in Gozo in 2026

Expat blogs still quote a 2% Gozo rate. Do not use them. The concession that used to apply to transfers in Gozo ended at the close of 2023. The Duty on Documents and Transfers Act now applies the standard 5% across both islands.

Two exemptions still matter, and neither of them is a "Gozo discount":

  • A registered first-time buyer pays no duty on the first €200,000. That exemption is now permanent. We set out the brackets in our first-time buyer guide for 2026.
  • Qualifying Urban Conservation Area, long-vacant and traditional-build property can take duty (and income tax) relief on the first €750,000 if the transfer completes by 31 December 2026.

On a €350,000 Xaghra farmhouse that qualifies for the UCA relief, duty can be nil. On the same price with no exemption, duty is €17,500. The difference is the permit and the vacancy evidence, not the island.

The €40,000 Gozo grant - and the 31 December deadline

The Housing Authority cash grant for first-time buyers of older or traditional property is €15,000 in Malta and €40,000 in Gozo. The Gozo figure was €30,000 for deeds up to the end of 2023. Use €40,000, not the old number.

The property must be acquired as your sole ordinary residence, and it must fall into one of three categories:

  • it sits in an Urban Conservation Area; or
  • it was built more than 20 years ago and has been certified vacant for at least seven consecutive years; or
  • it is a new build constructed to approved traditional criteria.

The final deed must be signed by 31 December 2026. You then have six months to apply. Split the property into more residential units afterwards and the grant is repayable in full. A standard new-build apartment that is not in a UCA and is not built to the traditional criteria does not qualify, in Gozo or in Malta.

A Maltese purchase takes two to three months from offer to deed. If a village-core or vacant Gozitan house is on your list, the calendar is already the constraint.

A worked example

A first-time buyer purchasing a qualifying UCA farmhouse in Xaghra for €350,000 as their sole residence:

The grant is not paid at the notary's table. You apply after the deed. Do not treat it as cash you can spend on the deposit.

How much deposit the bank will actually want

Borrower-based measures sit in Central Bank of Malta Directive No. 16. They are the same in Gozo as in Malta.

  • Category I - primary residence: loan-to-value capped at 90%, so a 10% cash deposit is the regulatory floor.
  • Category II - second home or buy-to-let: loan-to-value capped at 75%, so a 25% deposit.

Banks do not routinely lend to the cap. First-time buyers are borrowing at an average loan-to-value of about 80%. Budget a 20% deposit on a primary home unless your sanction letter says otherwise. We walk through the cash you actually need in our 2026 deposit guide.

The konvenju still needs a provisional duty payment of 20% of the duty chargeable, registered with the Commissioner for Revenue within 21 days. On a fully exempt transfer that provisional line can be nil. Ask the notary to compute it. Do not budget "1% of the price" by habit.

Order of operations

  1. Confirm Category I or Category II with the bank before you offer.
  2. Have a perit confirm UCA status, vacancy evidence or traditional-build criteria before you treat the grant as real.
  3. Sign the konvenju and have it registered within 21 days.
  4. Keep the final deed inside 2026 if any of the expiring schemes are part of your arithmetic.
  5. Apply for the grant within six months of the deed, via servizz.gov.mt.

Frequently asked questions

Is the 2% stamp duty in Gozo still available in 2026?

No. Legal Notice 316 of 2023 removed it. Duty is 5% unless a first-time buyer, UCA or vacant-property exemption applies.

When does the €40,000 Gozo grant expire?

The deed must be signed by 31 December 2026. Apply within six months of the deed. The same deadline applies to the €15,000 Malta grant and to the €750,000 duty relief.

Does the €40,000 grant apply to a new apartment in Gozo?

Only if the apartment is in a UCA, is a qualifying long-vacant building, or is a new build that meets the approved traditional criteria. A standard new block does not qualify because it is in Gozo.

Can I rent out a property bought with the grant?

No. The grant is for your sole ordinary residence. Letting it, or subdividing it, can trigger a clawback.

What deposit do I need for a second home in Gozo?

Category II borrowers are capped at 75% loan-to-value, so 25% cash is the regulatory minimum. The bank may ask for more.

Do sellers of a Gozitan home pay a different tax?

No special Gozo rate. A sale of a primary residence held for at least three years is generally exempt from the property transfer tax. Other transfers are commonly taxed at 8% of the transfer value. Confirm the treatment with the notary; it is not a Zanzi calculation.
